The sphere of technology has become one of the most important in the struggle for power in the XXI century. By the beginning of the third decade of the new century, the design of two main “technological ecosystems” – American and Chinese – is obvious. In this regard, a dilemma is relevant for Russia: to connect to one of the existing platforms or to develop its own? The choice in favor of the first option presupposes the definition of the conditions under which such “accession” should take place.
